There is very little that I can imagine would justify shooting at someone in a car, whether or not the car was moving. Basically: other lives were in imminent danger if the suspect was not stopped.

The father was not armed, by any account I can find nor did the police have any reason to believe that he was armed, dangerous or that others were in imminent danger. The shooting seems wholly and completely unjustifiable, even if the child were not present.

The marshals have been arrested and held under a $1,000,000 bond. It sure helps that some in depth investigation and pursuit of justice appears to be happening in this case. The appearance of justice is all that it takes to quell the discontent of the people.

It also may help that there appears to be rock solid body cam video of the incident. It's not released yet; but the impression is that it's unambiguously incriminating.

IE, based on the history of these officers (and I use the term officer loosely, see below), may be the reason why they pulled the man over in the first place.

Greenhouse, Stafford and Brouillette had been moonlighting with the Marksville City Marshal’s Office at the time of the shooting. The office — similar to a constable and overseen by Ward 2 Marshal Floyd Voinche Sr., a school bus driver who was recently re-elected to the position — normally serve subpoenas, warrants and other court documents.

Lemoine said Voinche bought a pair of used police cruisers about three months ago and began patrolling the city and issuing citations. The mayor questioned that decision and said that Voinche never consulted with the City Council or the Marksville Police Department before hiring assistants. Lemoine wrote to the state Attorney General’s Office in September asking for an opinion on whether the marshal has authority to patrol in the city limits.

There is an argument as to whether these two even had legal authority to pull the man over in the first place!!!

This has brought a lot of money to the local government, which may explain why a town with a population of around 6000 has two police leftenants. To make things even murkier, three of the officers who were involved in the incident were not on duty at the time.

There is a separate elected office known as the City Marshall. This person is responsible for serving court orders such as subpoenas, divorce papers, etc. It is basically a part time job. The current City Marshal recently purchased two used police patrol cars and hired Marksville police officers to moonlight as Deputy marshals. In the past, the Marshal and his deputies limited their arrests to serving bench warrants.

Since the patrol cars were purchased, the City Marshal has claimed his deputies have the full powers of a regular police officer. While it is true, a police officer has his full authority, on or off the clock, it's not clear whether or not the City Marshal has the authority to make traffic stops and issue citations for traffic violations. It's also not clear why the City Marshal would want this extra work, but the most likely reason is he would take a share of the fines. Again, this is in a town of 6000, but the Casino brings thousands of people a day to the city, so traffic fines could be a sizable amount.

At the time of the shooting, the Marksville Mayor's office was waiting for an opinion from the State Attorney General about the actual power and duties of the City Marshal's office.

Yup, it sounds like these guys were wannabe cops. And they tried to kill a man that threatened them for trying to get close to his wife. This is a hundred times worse than Ferguson. This could have been premeditated murder.

Walter Scott? It is unlikely that the officer in that case had a premeditated plot to kill the man. This is potentially a capitol crime.

Stafford, a shift supervisor for the Marksville Police Department and an eight-year veteran of that department who was moonlighting as a deputy marshal at the time of the shooting, was indicted by a Rapides Parish grand jury in October 2011 on two counts of aggravated rape. Those charges were dropped in 2012, but Rapides Parish District Attorney Phillip Terrell -- who was not in office at the time said Friday he wasn't sure why.

Stafford is also named in five pending civil lawsuits in Avoyelles Parish, KATC-TV reported.

My response is that the lack of riots on the part of white people to police over aggression is the real shame.
