In the general sense, a mongrel is an untrained dog or a feral dog. I use it to mean a human being who has little or none of those traits that make us the "knowing species," as Daniel Dennett put it. A human being who submits to authority and sucks up to power. Someone who has little or no sense of empathy. A right wing authoritarian who takes the easy, lazy way of thinking in demonizing human beings that fall outside the ideological group, or any group that the right wing authority says is subhuman, or rapists, or animals, or any number of the racist, bigoted, depraved ways that your mongrel leader has described other human beings. Since you've been well trained by right wing dogma for decades to hate and fear those outgroups, it's nothing at all to dehumanize them. Easy, lazy, no discomfort of developing a conscience.
