On the subs, our 'stow for sea' was just short of welding things in place. Reinforced lockers, leashes on chairs, metal bars across bookshelves...
The one surface ship i was on, i kept seeing piles of things 'restrained' by one strip of masking tape, or a spider-web of twine. I just resolved never to move towards certain spaces if there was screaming...

1) Sonar stealth is a far bigger issue for subs.

2) Subs go up and down, tilting in the process. Ships only tilt in bad weather.

I'm not at all surprised.
