How do I he isn't
1. Doing nothing - we know he is doing things. That is what the complaints are all about.
2. To the best of his ability - its sad to consider he is probably running at the best of his ability.
I, a member of a large world-wide set, would be very happen if Trump did nothing. Give him some crayons and a colouring book(s)
