Prevalance of STD's across the USA and Europe

Iceland is known for its great scenery and wonders of nature, but while the island houses many natural beauties, it also sits No. 1 on the top five for chlamydia, hepatitis B, and hepatitis C infections in Europe. It is also in the top five for HPV. Don’t let hepatitis scare you, though – the rates are minuscule compared with chlamydia rates. Russia had the most top five placements on these not-so-flattering charts, showing up in five of the eight lists.

You’d think being governed by the federal government’s strict standards would ensure Washington D.C. was relatively STD free. Not so. In fact, the nation’s capital is the place where HIV, syphilis, and gonorrhea are diagnosed at the highest rates. D.C.’s own health officials have said its HIV rates are higher than rates in West African nations.

I think it is humorous that the author of this piece would think that. Personally, I would have assumed that STD statistics in D.C. would show pretty much what they did considering the social climate of that area that is "being governed by the federal government".
 
Most people who work in DC don't live there...
 
my cubical mate from grad school was studying STD's in bonobos vs chimpanzees. she'd found that bonobos, despite being wildly more promiscuous, didn't have higher STD rates than chimps and futhermore had far lower stress indicators (stress hormone metabolites in their urine, yes, she followed them around the jungle and pick up their pee with an eyedropper) though apparently she hasn't published that yet.

one point is that bonobos take care of themselves. they rarely swap fluids and always urinate after sex. there's no rape, so no blood contact, either. chimps, on the other had, really don't spend as much time have sex, at all, but when they do, it's pure transmission and many of them live pitiful lives of constant stress from social pressure. read from this what you might, YMMV.

So it's just an urban rumor that bonobos have sex constantly? They're really just drying humping regularly?
 
they do have sex constantly, they just rarely swap fluids. mostly manual and genital to genital rubbing (including 'penis fencing'). and they have behaviors that reduce STD transmission. that's off the cuff, though

The thread title had me imagining a guy in 2015 NYC sending out an arcing stream of infected jizz circling the planet counter-rotation to go back in time and hit an ancient Roman in the face.

In seriousness, the OPs surprise about D.C. is silly. As others mentioned the level's of prostitution are extremely high, which is related to why the US is generally higher than Europe, namely it is one of the many harmful effects of illegal prostitution.
Another factor is that 10% of African-born immigrants in the US live in D.C., their numbers have grown 20 fold over the past 40 years, and Africa is rife is STDs.
