We (collective) seem to enjoy lording it over others.
Too many of us wish to be petty tyrants in our own lives or we will follow another petty tyrant to gain control or power.

It's got to be at least 20 years ago that I commented to some ultra christians that "under god" was not part of our pledge until very recently. They had no idea.

So when the chirping and sighing became overwhelming the above is the result. Tyranny is the perceived excessive use of power, advantage, to enforce control over others. As bilby's reference puts it it is excess by the state to enforce compact breaking rules. Just as liberals-in-name-only are exercising their right to punish, again, those who used icons to maintain control over blacks by removing tose symbols universally from the political marketplace, those enabled by Trump's expressions of racist sentiment are enabled to march for white power in black majority places. Tyranny is a tax imposed by the powerful on the socially unfavored. Tyranny is an excessive domininace expression that needs ber mimimized, but, as MLK showed, minimized by peaceful non-violent means.
Even there excess abounds. Shamming is a common tool used to put power mongers in place that is now being used to keep those who would shame for valid reasons down. In fact, my take on current international triblaism movements is that shaming is a primary tool they use keep those who would otherwise go along with multilateralism on the sidelines by falsey fear mongering "protecting our own" about those "not like us".
Like most fear mechanisms there are grains of substance in in innate behavior tendencies of individuals who necessarily group for strength and continuity in such as tyranny. Even though tyranny is substantiated by tendenencines it need be suppressed by the group by moves toward more fairness and equality among members and potential members of these groups if these groups are to survive. When tyranny gets to the use of force is when it must be actively suppressed. It is not something than can be killed among humans so the eternal vigilance caveat need be mechanized to actrively suppress this 'natural' tendency of the powerful.
