... Like, it's not rocket science. In fact, the pool at my building has exactly the same problem: if you repaint before thoroughly removing the algae, the paint just all comes off and the algae springs back.

I'm going to reference authority on this via the Mandate of Heaven. It is clearly understood that if a large pool of water is refurb'd and then immediately it goes bad, this is judgment of the Heavens against the current leadership and we need the 25th Amendment.
