However, House Republicans Want to Ban Universal Free School Lunches
The budget — co-signed by more than 170 House Republicans — calls to eliminate “the Community Eligibility Provision (CEP) from the School Lunch Program.” The CEP, the Republicans note, “allows certain schools to provide free school lunches regardless of the individual eligibility of each student.”

“Additionally,” the Republicans continue, “the RSC Budget would limit spending in the program to truly needy households.”

The CEP allows schools and districts in low-income areas to provide breakfast and lunch to all students, free of charge. The program thus relieves both schools and families from administrative paperwork, removing the inefficiencies and barriers of means-testing, all on the pathway to feeding more children and lifting all boats.

Bowman out, Latimer in. So one Democrat incumbent is out. Bowman had baggage.
article said:
Bowman’s critics say his behavior in Congress ultimately cost him his seat. Bowman pulled a fire alarm in a House office building last year, forcing an evacuation. He pleaded guilty to a misdemeanor charge, and the House formally censured him. Latimer attacked Bowman as a showboat who cared more about building a national profile on the far left than his district. He often pointed to Bowman’s vote against an infrastructure bill, one of President Biden’s biggest legislative achievements. Bowman has said he voted against it because it did not include liberal social spending priorities such as increased funding for child care.

The congressman expressed frustration during the campaign that so little of his work on issues such as curbing gun violence got attention. Bowman’s fiery rhetoric often made headlines, including at a rally on Saturday when he forcefully denounced AIPAC and bellowed, “We are gonna show f--king AIPAC the power of the motherf--king South Bronx.” (The South Bronx is not in his district.)

Rep. Ritchie Torres (D-N.Y.), who does represent the South Bronx, ripped Bowman’s use of profanity as an “unhinged tirade,” writing on X that it was “unbecoming of a Member of Congress.”
Not losing sleep on him going away.

Yeah, we need the Ten Commandments in every classroom, and children shouldn't have lunch either. Let's remind poorer folk that they are poor, and prove again that they are poor instead of giving them a modicum of decency.

Unusual coin toss determines outcome of 7-7 tie in Eugene House primary
Republicans didn’t field a candidate in the heavily Democratic 8th House District in Eugene, which meant whichever qualified candidate received the most write-in votes could claim the Republican nomination. Of the 103 names written in by Republicans, the two highest vote-getters were Democratic nominee Lisa Fragala and her Democratic opponent Doyle Canning.
Neither candidate bothered to go to the capital for this event, where the deputy elections director tossed a coin. "It landed tails up – a victory for Canning."

DC was not allowed to run in any other party because of the state's sore-loser law. Local Republican officials could choose a candidate if they wanted to.
Canning, laughing when she heard the results from a Capital Chronicle reporter, said she was shocked but proud that the Secretary of State administered elections so consistently, fairly and transparently.

“Even though we’re talking about seven votes, it’s great that we can all be so confident that the laws and procedures are so dutifully followed,” she said.
She had no idea who those 7 Republicans were, but she said that it was reason to compete in every district.
“The lesson here for any political party is to field a candidate,” Canning said. “I’m sure, had the Republicans fielded a candidate, they would have gotten more than seven votes.”

New: In VA-10's Democratic primary, Eileen Filler-Corn secured DMFI PAC's endorsement on Feb. 8, and transferred them $110,000 a day later from her state PAC.

The two sides deny coordination. And while an FEC complaint accuses Filler-Corn of violating a provision of campaign-finance law barring federal candidates from transferring unregulated "soft money" to any entity working in a federal election, Filler-Corn maintains the money was the sum of federally permissible $6,600 donations.

My look at what happened, the complaint, and why U.S. campaign finance loopholes make a lot of shadfy things perfectly legal:

Absolutely despicable but not surprising that @EFillerCorn would launder over $100,000 that she raised while she was Speaker to the AIPAC-aligned @DemMaj4Israel — ONE DAY AFTER they endorsed her. #VA10

This money sitting in Energized for Change PAC that @EFillerCorn transferred over to DMFI, which is currently trying to get her elected, should have gone to @VADemocrats so that we could win a majority.

@EFillerCorn should NOT have hoarded it for political gain. #VA10

We all know that political bribery and pay-to-play politics are old habits that die hard for @EFillerCorn.

Remember when she tried to bribe @LoudounDems right before she launched her congressional campaign, and they gave her money to the Red Cross? #VA10

Disaster in NY-16 :(

New York Sixteen Primary Reaches Record High in Political Ad Spending - AdImpact
The primary contest between Democratic Congressman Jamaal Bowman and Westchester County Executive George Latimer (D) for New York’s Sixteenth Congressional District is now the most expensive House primary in history. At $24.8M overall, this seat has seen a 789% increase in primary ad spending compared to 2020 and 2022 combined. Sixty percent of this year’s primary spending is from the AIPAC-affiliated group United Democracy Project. Their ads focus on touting Latimer as a “real progressive” and condemn Bowman’s voting record as “hurting New York.” Meanwhile, a portion of Bowman’s digital ads directly attack AIPAC’s involvement and ask voters to “defend” him at the polls.
  • ❌ United Democracy Project $14.8 M
  • ❌ George Latimer $2.7 M
  • ✅ Jamaal Bowman $2.4 M
  • ❌ Fairshake $2.2 M -- cryptocurrency-affiliated
  • ]✅ Justice Democrats $1.3 M
  • ]✅ Working Families Party $0.547 M
  • ]✅ Courage to Change $0.276 M -- AOC's leadership PAC
  • (not in this list) $0.7 M
So it's ❌ $20 M ✅ $4.4 M -- a ratio of 4.4 to 1.

Some of the ads:

host2.adimpact.com/admo/viewer/59e45d38-4f16-4ec0-9d8e-e5ea16f7a1b9/ - "George Latimer is putting people ahead of personal agendas and delivering real progressive results. George Latimer is investing hundreds of millions to rebuild our infrastructure. He banned gun shows and reduced gun violence and George Latimer signed the reproductive health care facilities access Act to protect abortion rights in Congress. George Latimer will take on maga extremists and he'll work with President Biden to keep delivering progressive results. UDP is responsible for the content of this ad."

host2.adimpact.com/admo/viewer/76122dc7-14ae-4644-8be1-022e576b32dd/ - "Jamal Bowman keeps attacking President Biden and it's hurting New York. Bowman called President Biden a liar. He voted against the President's infrastructure act against rebuilding roads and bridges in New York, against replacing dangerous lead pipes. Jamal Bowman even voted against President Biden's debt limit deal, putting social security and Medicare payments at risk. Jamal Bowman has his own agenda and he's hurting New York UDP is responsible for the content of this."

host2.adimpact.com/admo/viewer/2a277635-895c-4ede-96fe-d2ee8293e510/ - "The far-right super PAC, AIPAC, has officially started spending almost $2 million to defeat me. They just launched an attack ad, smearing me and everything I've done for NY-16. ' : . , ' . A super PAC made up of right-wing donors should not be deciding this election folks. But if we can't raise the grassroots funds to respond to these ridiculous attacks, we could lose this primary. Please, I wouldn't ask unless it was extremely critical. Will you chip in $5 or even $15 to help us respond to these disgusting attacks from AIPAC?"

Like in OR-03 and OR-05, AIPAC bought itself a candidate in NY-16.

It was horrible: George Latimer 58.7% Jamaal Bowman 41.3%

By county: Bronx JB 84% GL 16%, Westchester GL 64% JB 36% (most of the votes)

Jamaal Bowman - Ballotpedia

If JB's opponents were more united back in 2022, he would have had a squeaker of a victory: JB 54.4%, others 25.1%, 18.9%, 1.5%, 0.1%. But this time he had only one opponent: GL.

Why this difficult performance? After New York State lost a House seat in redistricting, NY-16 was expanded northward into more suburban areas, thus helping JB's opponents.

However, AOC survived with a large margin.
  • 2018 Primary: AOC 56.7% Joe Crowley 43.3% -- 29,778
  • 2018 General: AOC 78.2% Anthony Pappas R 13.6% Joe Crowley WFP 6.6% Elizabeth Perri Con 1.6% -- 141,122
  • 2020 Primary: AOC 74.4% MCC 18.1% others 5.0% 2.2% 0.2% -- 62,589
  • 2020 General: AOC 71.6% John Cummings R 27.4% MCC 0.9% others 0.1 -- 213,323
  • 2022 Primary: AOC uncontested
  • 2022 General: AOC 70.6% Tina Forte R 27.3% Desi Cuellar Con 1.9% others 0.2% -- 116,790
  • 2024 Primary: AOC 82.1% Marty Dolan 17.9% -- 22,966
AOC will be running against Tina Forte again in the upcoming general election. TF seems rather MTG-like to me, I must say.

Bowman Falls to Latimer in House Primary in New York - The New York Times
It began last fall when Mr. Bowman stepped forward as one of the leading critics of how Israelis were carrying out their war with Hamas. But the contest grew into a broader proxy fight around the future of the Democratic Party, exposing painful fractures over race, class and ideology in a diverse district that includes parts of Westchester County and the Bronx.

Mr. Bowman, the district’s first Black congressman and a committed democratic socialist, never wavered from his calls for a cease-fire in Gaza or left-wing economic priorities. Down in the polls, he repeatedly accused his white opponent of racism and used expletives in denouncing the pro-Israel groups as a “Zionist regime” trying to buy the election.

...
Mr. Latimer, a moderate with a loyal local following, offered voters a return to more traditional Democratic politics. Centrists and Jewish voters flocked to him. Mr. Bowman alienated others with his far-left views and a string of embarrassing gaffes he struggled to explain, most notably the decision to pull a false fire alarm in a House office building last fall.
AIPAC is the biggest source of Republican donors giving to Democratic primaries - POLITICO - "AIPAC sees support for Israel as bipartisan, and its donors come from both parties. But its practice of sending money from GOP donors into Democratic races has enraged progressives."
“Under the William F. Buckley rule of politics, I want to support the most conservative person who can win,” said Eric Levine, a board member of the Republican Jewish Coalition who has donated to Rep. Ritchie Torres (D-N.Y.). “And Ritchie Torres is the most conservative person who can win in the Bronx, and he is right on the issue of Israel and antisemitism in the United States.”

Another RJC board member, Gabriel Groisman, recently gave to Rep. Jared Moskowitz (D-Fla.). He said there were just a small number of Democrats “who are standing up for not just the state of Israel but against antisemitism in a strong way here,” including Torres, Moskowitz and Rep. Josh Gottheimer (D-N.J.).
AIPAC recipients:
  • Strongly pro-Israel Democrats like Richie Torres D-NY and Josh Gottheimer D-NJ
  • Congressional leadership, like Speaker Mike Johnson R-LA and D Leader Hakeem Jeffries D-NY
  • Strongly pro-Israel Republicans who face challenges, like Ken Calvert R-CA and Tony Gonzales R-TX
  • Challengers of progressives like Jamaal Bowman D-NY and Cori Bush D-MO
While the moderate Democrats who receive money through AIPAC tend to draw some Republican support anyway, the money they get through AIPAC is far more likely to come from donors with a history of giving to Republicans than the donations their campaigns receive directly.

...
There are signs AIPAC is concerned about being seen as a partisan entity.

,,,
AIPAC has raised more money for Democrats than any other PAC, the memo reads, adding that the group raised far more for members of the Progressive Caucus than Justice Democrats or J Street. (Left unsaid in the memo: The group has also raised more for Republicans than any other similar organization.)

Here is how Cori Bush has done in primaries in her House district.
  • 2018: Lacy Clay 56.7% CB 36.9% others 3.4% 2.9%
  • 2020: CB 48.5% LC 45.6% other 5.9%
  • 2022: CB 69.5% others 26.6% 1.8% 1.1% 1.0%
Now it's Wesley Bell and some others against her.

I remember what AIPAC did to Nina Turner in 2021 -- turn a ~ 20% lead into defeat of her. Also Donna Edwards in 2022 -- a similar lead to defeat. Also Summer Lee that year -- she won a squeaker of a victory, and she said that her opponents set money on fire.

AIPAC didn't support anyone against SL this year, but a certain oligarch did, and SL won by a sizable margin. I remember her main opponent bragging about how how loyel she is to the Biden Admin, what a good Party apparatchik she would be.

So I'd say that it will likely be a squeaker for CB.

Jamaal Bowman Rages at 'Dark Money' in Concession Speech - Newsweek
"We should not be well adjusted to a sick society," Bowman said. "We should be outraged. We should be outraged when a Super PAC of dark money can spend $20 million to brainwash people into believing something that isn't true. We should be outraged about that."

He added: "We should be outraged when, unfortunately, some so-called Democrats are aligning themselves with radical, racist, right-wing Republicans."

Jamaal Bowman's concession speech highlights a key failure in his campaign
Quoting JB's concession speech
“This movement has never been about one person. This movement was never just about me. It was never just about NY-16. It was never just about this race and this moment. This movement has always been about justice, it has always been about humanity, it has always been about equality, and it has always been about our collective liberation.”
and stating about it
I agree with this sentiment, but I’m also not running to represent New York’s 16th District. These comments demonstrate Latimer's criticism that Bowman focused less on his New York constituents and more on national politics.

...
Politicians can be principled and go against the grain — perhaps, even against the prevailing sentiment in their districts — when folks have faith in their direction.

But with little to show for their stances, politicians who are constantly performing can exhaust the voters. In this case, voters in New York’s 16th District preferred the substantive benefits of liberalism — which Latimer sought to represent — over the performance of progressivism, which Bowman has offered with some of his actions.

Latimerism #10: He is “confident” in the Biden Administration’s approach to the crisis in Gaza.

Latimerism #9: Although he has received a record high $14.5 million in AIPAC support, Latimer wants to make sure voters know he’s not alone.

Latimerism #8: Although the county exec touts his temperament—“I [don’t] wave my arms around, and yell”—while in the State Senate, Latimer reportedly missed budget votes because he was in London with his mistress.

Latimerism #7: As county exec, Latimer placed the same mistress, retired New Rochelle judge Susan Kettner, on the county payroll with a $136,000 per year job.

Latimerism #6: In 2014, a Rye home owned by Latimer’s wife went into foreclosure. ... In 2019, Latimer announced that he was taking out a loan to clear the debt.

Latimerism #5: During his 2017 bid for county exec, Latimer got in an accident in New Rochelle. ... According to independent journalist Robert Cox, such an account contradicted “basic trigonometry.”

Latimerism #4: As seen in his opening answer of the recent PIX-11 debate, Latimer frequently says that he “draw[s] from my twenty years in corporate life.” ... his work as a marketing executive for large companies including subsidiaries of Nestlé and ITT.

Latimerism #3: The challenger recently claimed that Rep. Bowman has an “ethnic advantage” in a district that is 20% Black and over 40% white. This comes in the wake of Jacobin’s report that extensively documented Latimer’s insincere commitment to court-ordered housing integration in Westchester. In a NY1 debate, the challenger claimed that Bowman only cares about district residents of color. When pressed on racial issues, Latimer points out that he has a Black deputy in the county executive’s office.

Latimerism #2: Latimer asserted that Bowman’s “constituency is in Dearborn, Michigan,” the nation’s largest city with a majority Arab-American population.

Latimerism #1: It’s beyond absurd that Latimer once compared Andrew Cuomo to Emmett Till. But when asked to explain himself on WNYC, he responded by distorting the caller’s statement and somehow connecting her to Clarence Thomas.

A Sunrise Movement campaigner talked about what it was like to campaign for Jamaal Bowman. The people she contacted agreed with many of his positions, but AIPAC's huge blast of negative ads made many people doubtful about him.

As she says, that's how negative ads can work, by discouraging voters who may not want to vote for the other candidate.

This is a good argument for more multicandidate-friendly voting systems like ranked-choice voting and proportional representation.

With RCV, more than two candidates can be viable, and that reduces incentives for negative campaigning. With only two candidates, one candidate can win by default, by discouraging voters for the other candidate, but with more, that strategy is much less viable, because that makes one's would-be voters unwilling to make that candidate a fallback candidate for any other candidate.

Proportional representation avoids the one-size-fits-all representation of single-member districts, and it reduces the stakes for individual candidates. Losses are often partial, and victories likewise are often partial. One can still have regional representation by dividing a territory into multicandidate districts.

The campaigner was also critical of the Democratic party for having "utterly failed young people and working-class people", and that she hopes that by 2028, the party can have a Presidential candidate that she can support.
