Poe is broken. I'm assuming this is a joke. But it might not be.

It could very well be someone fell for it.

Rather like the various Chinese news sources that keep falling for stuff from The Onion. I think there must be some cultural issue because I couldn't make my wife understand what The Onion is about.

Stamp? What is this thing you call "stamp"? Isn't that what people back in the olden days used to send messages and bill payments? I vaguely remember my grandma telling me about those.

Stamp? What is this thing you call "stamp"? Isn't that what people back in the olden days used to send messages and bill payments? I vaguely remember my grandma telling me about those.

My mother needed to a pay a $5 doctor bill, which didn't have an Electronic payment option. So we needed to pay a stamp tax of 20% to mail the check. Oi!

Also, stamps are what are used for mailing cards in the mail... which I suppose again is people over the age of 70... and my wife.
