In your war on the civilian population, you are correct, updated information is not needed to hit static targets, other than your desire to know if the target is currently filled with people.
Gathering up to the minute info on dynamic targets that shoot back at you are another matter entirely. Neither of us know for sure but I'll bet dollars to doughnuts Russian surveillance satellites (the ones that still work) do not have this level of capability. Ours do. Betcha ours know when Putin is taking a dump.
