they’ll ask you a bunch of questions at the post office bout it and what it was. Postal inspectors would probably stop it from going through. But it’s not per se illegal.

I think it is, if you send it via USPS:
Domestic Mail. Infectious substances are permitted only when they are intended for medical or veterinary use, research, or laboratory certification related to public health, and when properly prepared for mailing to withstand shocks, pressure changes, and other conditions incident to ordinary handling in transit.

Animal excreta is not permitted in US domestic mail for the purpose of harassing a political candidate, not is it permitted in international mail originating in the USA for any purpose.

Other courier companies can transport hazardous materials, as long as they are licensed to do so and the materials are correctly packaged; So perhaps try FedEx?
