When I see video of them dropping it in the heart of a city with insignificant collateral damage I will reconsider.
If you look at videos from them fighting the fire, there was a constant spray of water from all sides, at all times, the full height of the church. They have water cannons! There's just no need (or point) to bring in anything that hasn't got a fat hose plugged in to the water grid. Getting anything to lift up water to drop it is just a waste of time and effort. Not to mention, more moving parts, so more that can go wrong.
A helicopter isn't dependent on local water pipes (firefighters can max out the available local water) and can drop on the top of the structure. Whether it would be a good idea to do such a drop is another matter, though.
There's no risk of running out of water at the Île de la Cité, it's surrounded by water. The idea that firefighters might not have sufficient water to hand at that particular site is in-Seine.
If french fire trucks are not equipped with pumps and hoses that can make use of local water sources such as nearby lakes, rivers, or pools in the absence of sufficient reticulated town water, I shall eat my hat.
