I think he is continuing on his theme that blacks have nothing to lose by voting for him because after decades of supporting Democratic Party by 90%+ there is still a great deal of violence, poverty etc. in the black communities in the US. He portrays himself as the "law and order" candidate, which would mean that he pledges to do something about these crime-ridden neighborhoods, many if not most of which happen to be predominately black.
I must say he has a point, although to use a recent death to double down on it shows quite a bit of tone deafness.

Because they are a distinct group of people descended from slaves in the United States. In my community there are other "black" groups that take offense to "African-American" being used to describe people descended from slaves in the United States and not including recent immigrants from Africa.

We do not capitalize "white" because that is a term for people from Eurasia from Pakistan to Greenland.

He has not proposed one thing that will help black people escape the violence rampant in this society. Has he suggested ending the drug war (now)? Actually doing something about poverty?
