This story was on the news the other day while I was cooking dinner. What I recall hearing about it was the artist made it to celebrate women and push back against sexualizing women, etc. And they do that by making a giant statue of a nicely proportioned naked woman? Or maybe I misheard something. I'll have to try to find the news clip.

    They don't just need homes, they need treatment. Sometimes, involuntary commitment would be necessary, but that's hard to do these days. Jordan Neely for example should have been committed.

My feeling is that those in the latter group are few in number, to the point where nations and jurisdictions where the former group are provided with adequate assistance have a very low number of homeless people, almost all from the latter category.

I don't have the numbers on this, but it seems likely that the latter group is of fairly invariable size in any given population, while variation in homelessness rates is driven almost entirely by variation in the numbers from the former category.

So where homelessness is a significant issue, the problem can most easily and effectively be addressed by the provision of housing, and expensive and difficuly mental health interventions are not significantly more useful or necessary than in areas where homelessness is a rarity.

Citing the difficulty and expense of helping the latter group as an excuse for failure to assist the former group is therefore disingenuous at best.

I don't know. I would think the proportion varies geographically. I am just pointing out that one-size-fits-all solutions will not work.
There is also the issue of a pull effect. If you give all homeless free housing, what's to stop people from all over the country (and outside the country) from flocking to California for some housing? So some residency rules would have to be in place.

Gasoline prices in California are not particularly high. Gasoline prices in the USA are just very low.

Gas in LA (according to the Internet) costs about $4.86/gal, which is £0.98/litre. The same litre of petrol in London will set you back £1.47, or around $7.29/gal

And yes, this is due to deliberate policies and taxes. Cheap gasoline is a bloody stupid (but hugely popular) idea.
 
It's definitely true that California's relatively higher gas prices result from deliberate policy decisions. I tend to agree with those policy decisions, but then I'm a Californian, so perhaps that's not surprising.
