Elon Musk is not the administrator of DOGE nor is he an employee of the department that's overseeing massive cuts to the federal workforce and agencies, per a Monday night White House court filing.

How are they determining which employees to lay off in such a short amount of time?
Carelessly.
They are just starting with probationary employees, which are probably the most efficient and enthusiastic employees, because that is easier. These employees are receiving form letters stating that they are being let go for "performance" reasons, though those reasons are unsubstantiated. The Trump administration just knows that they legally have to say those words and are relying on the fact that a class action wrongful termination lawsuit will take so long to come to fruition that the damage they are doing now is permanent, even if it is ultimately proven to be illegal.
 
The President has authority to fire particular low-level officials for just cause. However, high level officials need to be impeached and mass layoffs for budgetary reasons seem like a congressional thing since Congress decides the budget. The budget was already decided, signed into law, and so the positions are de facto protected by law. If El Presidente wants a new budget he can propose one and Congress can take it up.

Elon is easy to figure out. He autistic and he doesn't care much about earth. He wants to get to Mars. He'll do anything to get there. All his companies are research and funding for Mars. Space ships, EVs, solar, batteries, sat comms, tunneling.

He'd kill half this planet to get a colony on Mars.

He'd be a Dem and there would be a Dem president if they gave him Starlink for rural internet and unlimited SpaceX launches with no permitting. Biden screwed up there by leaving him out.

Any Dem administration in the future will cancel every SpaceX launch and/or nationalize it.
