Republicans Criticize Democrats' Stopgap Bill Designed To Avoid A Shutdown : NPR
Republicans are rejecting a short-term spending bill released Monday after Democrats chose not to include federal farm assistance in the legislation which is meant to avert a government shutdown at the end of September.

There has been bipartisan agreement for weeks on the need for a basic spending stopgap. The disagreement over the bill released Monday means lawmakers have less than two weeks to reach an agreement before federal funding runs out.

Democrats called the legislation "non-controversial" and House Speaker Nancy Pelosi, D-Calif., promised to craft bipartisan spending bills by the time the stop-gap, or Continuing Resolution, is set to end in December — punting the battle over funding priorities until after the election.

"The Continuing Resolution introduced today will avert a catastrophic shutdown in the middle of the ongoing pandemic, wildfires and hurricanes, and keep government open until December 11, when we plan to have bipartisan legislation to fund the government for this fiscal year," Pelosi said in a statement.

I don't know what scenario you have in mind but if there is a vacancy on the Supreme Court and the Senate is in recess then the president has the power to make a recess appointment. It would be a temporary appointment but the appointee would hold the office until the Senate again met and either confirmed or rejected them.

What does 'Present' mean in the House? Is it like an abstain (so counts as neither yes or no) or is it equivalent to a 'no'?

What does 'Present' mean in the House? Is it like an abstain (so counts as neither yes or no) or is it equivalent to a 'no'?

I think voting present is not voting for or against the bill in question but it counts toward the votes required to make the bill legal. Or something like that.

Republican and Democratic lawmakers say a government shutdown is not off the table and see Trump, who has refused to concede the election, as the main wild card.

The bill, which passed by a 343-67 vote, punts a potential government shutdown, which was set to occur Friday, to next week.

The legislation will head to the Senate. Then, if approved, will go to President Donald Trump for his signature. Senate Majority Leader Mitch McConnell said the chamber planned to take up the bill soon after it was approved by the House.

Well yeah... they have one whole more week to get a massive budget passed. Then it is Xmas break.
