I don't get it.
A lot of jokes are based on somebody interpreting words in some way that's perfectly logical but wildly at odds with what the speaker intended. RFK meant autistic people won't pay taxes because they won't be able to hold down jobs; the (presumably autistic) kid in the cartoon took him to mean they won't pay taxes because the government says autistic people don't have to.
