The SOTU is, by law, something that is supposed to be delivered to Congress, so if he tries some other platform, by definition it would not be the SOTU. Nancy has already said he could just deliver it in writing. From reports, the speech would have largely been about blaming Democrats for the shutdown, so why should they give him a big national platform to do that?
