Take Lebanon for example. Palestinian refugees cannot own property, are barred from certain professions, and have hard time getting work permits for professions that they are allowed in, even compared to other migrant workers. They can't get any education benefits, social security, or even treatment in hospitals. They have no viable path to citizenship even fi they were born in Lebanon and lived there their entire lives.

To be sure: the tunnels exist because the border towns along Gaza have become a breeding ground for organized crime and the illicit drug trade (ecstasy in particular) is about the only export industry still viable there. Free-flight artillery rockets always have had crap accuracy, their only military use is to lay down a huge bombardment. That doesn't make them cheap, though.

Last I heard rocket fuel for homemade rockets (yes, it's legal to build your own in the US. The dealers self-regulate but there's no licenses required except for some of the more sophisticated ignition systems.) went for several dollars a pound.

The tunnels under the Gaza border with Egypt were used to smuggle goods when the moslem brotherhood ruled Egypt. Al Sissi's government has put them out of action.
The tunnels under Israeli territory are used for terrorist activity. A couple of them opened up only yards away from schools. The last Gaza battle, the Israelis destroyed dozens of them. Hamas has bragged that many more are been constructed right now.
