No, as far as the US goes, protest is a first amendment right - so long as it's not violent or anything like that. And yes, there's always some level of protest these days. It's how we've made some rather fundamental shifts to our society. Granted, Trump seems to attract an unusually large amount of protest - but then again, he also managed to run the most hateful campaign since George Wallace, and is manifestly unqualified for the office regardless of his political opinions. Certainly, I have no sympathy for the birther whatsoever.
In any case, the inaguration is exactly the sort of event that gets massive amounts of security - yet another reason to stay away from it and, at most, watch it on tv.
