Some of these will be unstable states, with possible revolutions, coups, and collapse in the future. Who knows what kind of hands some of those nukes will end up in, and what kind of philosophies and ideologies some may have regarding terrorism, destruction of the West, etc. And also the increased risk of nuclear war breaking out when you have such weapons in the hands of a much larger number of actors.

Nobody outside Russia is trying to split Russia. A loss in Ukraine will likely lead to more breakaway portions but that's because they don't like being under Moscow's thumb, not that any outsider is behind it. You have ruled by fear for 80 years, you lose in Ukraine and much of that fear will be gone.
