At first I didn't like the headline, but here's the context from the article:

Speaking to a crowd in Conway, South Carolina, Trump told a story that cast himself as a tough-talking negotiator.

“NATO was busted until I came along,” he began. “I said, ‘Everybody’s going to pay.’ They said, ‘Well, if we don’t pay are you still going to protect us?’ I said, ‘Absolutely not.’ They couldn’t believe the answer.”

He rehashed the story a few moments later.

“One of the presidents of a big country stood up and said, ‘Well sir, if we don’t pay and we’re attacked by Russia, will you protect us?’ I said, ‘You didn’t pay? You’re delinquent?’ He said, ‘Yes, let’s say that happened.’ No, I would not protect you. In fact, I would encourage them to do whatever the hell they want,” Trump said.

“You gotta pay. You gotta pay your bills,” he added.

This is hilariously hypocritical and would make for catastrophic foreign policy, but the Magas love this stuff.

All a populist need to is reframe a policy in terms of personal finances or relationships and the audience thinks they understand the subject matter. Works for government debt, it should work for geopolitics, too.

France is a bit far, even for aggressive Russian imperialism. It's really

• border states that are in the most danger,
• countries that have relatively high numbers of ethnic Russians in concentrated areas around borders,
• former Soviet republics which may still have some sympathies,
• and especially but not necessarily those states that have not joined NATO.

Examples meeting all criteria: Ukraine, Georgia, Moldova, Belarus. We see what happened with 3 of 4 of those countries experiencing Russian aggression. Perhaps Belarus is an exception because it is currently closely allied to Russia.

Now with Trump's words, if we were to take them literally, we could re-evaluate those criteria listed above by removing the last one since NATO membership would be virtually meaningless. Then, we could consider Latvia, Estonia as possibly in more danger. But atm Russian forces are spread very thinly and so this would be more of a future concern if Trump won the Presidency, then implemented this change, and further that Putin ended hostilities elsewhere such as splitting Ukraine in half with peace so he could move forces around.

France is a bit far, isn't going to have large numbers of ethnic Russians in support, won't have troop movements from Russia easily getting there, and has little sympathy for Russian oligarch control of assets or Russian propaganda.

America was purchased with grand deals. Got the Louisiana Purchase for a song as Napoleon was poor because of war. Got Alaska because Russia was poor from war (Russia's version of our Civil War, ie the one the losers won't let go into history). We also got most of the SW because we took it as plunder from war. We did over pay for the southern portions later on.
