I read the entire article. For instance, the first word of the article is "opinion". So first impression is that the NY Times is providing different points of view to a current event. Secondly, at no point in the article was there the phrase "Trump is banning travel to and from China! Why? This virus isn't serious! He's just racist!". Nowhere. Of course if we don't twist the article's point your narrative doesn't really hold up now, does it?
Let's see what the opinion piece is asserting:
1)Trump's travel ban on China will be largely ineffective.
Well, I think it's fair to say that is pretty self evident, but the author doesn't have the gift of foresight, so what did they base their assertions on? Why, they
cited it. Without prompting. And then went to add what a more productive approach would
look like. Seems pretty legit, an assertion backed up by facts from the World Health Organisation. What's your problem with it?

Put forth an argument than cites respectable sources on how it reached its conclusion. Still legit. What's your problem with it?

So basically, your assertion that this article is about how "Trump is banning travel to and from China! Why? This virus isn't serious! He's just racist!" only hold water
if you don't read the fucking thing.. And it doesn't alter the fact that Trump still had a far greater access to information and resources and still shat the bed on this issue. He shouldn't be allowed to be off the hook even if the media did a poor job reporting it (which is highly debatable).
