More like the rest of the world is stupid if they didn't also stop or quarantine travelers from Hubei. Completely sealing it would have caused upset from countries whose nationals were caught in the area.

I suspect that those who claim to believe in "small government" will have no trouble dismissing the idea of federal responsibilities, since the federal government is big government. And that won't prevent them from voting religiously for any politician at the federal level who will work to implement their biases and prejudices into the law that trumps local governments. It is "small government" Republican governors who are overturning efforts of local governments in their states to enforce social distancing during a health epidemic. It isn't "small government" that they really want. What they really want is "small-minded government".
