I believe it once was.

According that wiki article, there is a difference between the Lord Mayor of London, and the Mayor of London, with the Lord Mayor having considerably more power, and Khan is the Mayor of London, rather than the Lord Mayor.
The City of London is a area of some 1.10 square miles, corresponding to the historic London and is one of 30-odd municipalities inside Greater London. The precedence and priviliges of the Lord Mayor of London apply inside that tiny area only. The Lord Mayor is not elected. The Mayor of London, who is elected, is mayor of Greater London, a Megalopolis.
