And note that having a social security number doesn't prove you're a citizen. Hers predates her citizenship by several years.

The problem is to bug out means she would never work again and that would devastate her. And would mean trusting a medical system in a language neither of us speaks. Thus we are hoping for the best.

ETA: I see the H-1 visa and a few other work/student categories can get SS#s. So an SS# doesn't prove citizenship, but does prove they're not "illegals".

Anyone who is going to have substantial contact with the US financial system. A non-citizen simply needs to show a reasonable reason to have one. They're simply an identifier, not a proof of anything. (Now, a social security CARD that doesn't have "not valid for employment" on it is another matter.)

I have no idea how this works, but I have a true story anecdote.

Years ago, during the Bush II administration, my partner worked for a big auto parts manufacturer. It had a bunch of employees who were central American. He had a bad accident, was off work for a few weeks. Then he returned to "light duty", which meant a desk job. The management put him in accounting and payroll.

He noticed that 7 employees all had the same SSI number. He mentioned that to his boss. She just kinda laughed and said, "Yeah, so?"

I asked a lawyer friend of mine how companies got away with stuff like that. He told me, "The government loves that stuff. A bunch of Mexican people paying in SSI taxes, who will never expect benefits from SSI. They are not going to interfere."

And note that this means they were working under forged documents rather than being hired under the table.

Until identity theft is adequately addressed trying to crack down would cause more problems than benefit.

Yup. Waddles and quacks like a social security number. Lots of them also exist for business entities that need tax numbers.
