Your summary does not match the article, which is about the absence of data on program success, not evidence of program failure. Fixing that problem will require more spending, not less. Data does not collect itself.
Sorry, but absence of data of success is a pretty strong indication of evidence of failure. If they had success to point to they would do so.

Unfortunately, it's a basically intractable problem. One side tries to do something about it by throwing money at it, the other tries to throw them in jail. Neither approach improves the situation one bit. While there are economic homeless they mostly avoid being an issue and thus nothing is done, plus or minus. The ones that cause the issues are drugs or mental. And neither of those is solved by either throwing money at them or throwing them in jail.

I certainly don't endorse everything LA has done to and about the homeless. I believe all citizens of this nation should enjoy equal protection of the law, regardless of their socioeconomic status. Not arrested, beaten, and robbed by their own supposed government just for being unusually poor.

No, it's a lifestyle choice when people are on the road sufficiently that they decide that maintaining a residence isn't worthwhile. It's a lifestyle choice when people kit out a vehicle sufficiently to live out of it.

California Republicans are a uniquely and fascinatingly stupid faction. Today my social media feeds are lit up with a story about "Gavin Newsom stealing cattle ranching land at Point Reyes", with all the usual chuckleheads lining up in the comments to be all "impeach!" and "probably selling it to his Chinese friends".

The governor, of course, has nothing to do with the actual situation, nor any power to rectify it. Indeed, it would male more sense to blame President Trump, given that the dispute concerns federal land.

Also, these morons are quick to embrace socialism when it specifically concerns cattle...
