Army maneuvers happen all the time.
And they are always expensive. Owing to military secrecy, we rarely get a clear receipt, but an advanced artillery exercise is known to involve costs upward of ten million dollars, even if all goes well. Did you think these things were cheap?

How long do you suppose the freeway closure would have lasted if shrapnel hit cars as people drove under live artillery fire? Even if none of the cars were hit, just the shock of an artillery shell exploding overhead could have caused a multi car pile-up.

That havoc of which you speak was inevitable once Trump decided to go through with the live-fire-over-freeway-traffic dumbassery.

There's a point there, but the ever increasing number of electronic intrusions into our awareness meant to gain our attention and/or influence our thoughts make me wonder ... is there really room for all that in the average person's brain? I know it overloads mine sometimes, but perhaps I'm just old and didn't grow up accustomed to 24/7 pitches.
 
And another thing about California! Our zoos are so nice, animals are trying to get in instead of out:
