It isn't a lie. He stated a fact that was true and wildly incomplete. Much like if I say there wasn't a pandemic because in 2020 there was population growth in the US. But the statement was true and verifiable. Which is the worst kind of truth telling, ie, holding facts grossly out of context.

McCarthy makes his 5 GOP picks for Jan. 6 select committee - POLITICO
While the California Republican took his time deciding between naming more experienced members to the probe, filling his seats with firebrands, and refusing to tap any members at all, McCarthy ultimately chose to go with the former route with his selections. His picks have the committee leadership and oversight chops to counter Democrats who are expected to use the select panel to hammer Donald Trump and the GOP for fueling the deadly assault on the Capitol.

McCarthy’s choices for the panel, all talked about as likely, are led by Rep. Jim Banks (R-Ind.), chair of the Republican Study Committee, as the ranking member. Banks, who oversees the largest House GOP caucus, is viewed within the party as a skilled messenger.

The other members include Illinois Rep. Rodney Davis, a moderate who serves as the top Republican on the House Administration Committee; Ohio Rep. Jim Jordan, the top Republican on the House Judiciary Committee; Rep. Kelly Armstrong (R-N.D.), a lawyer by trade who served on the House Judiciary Committee during the first Trump impeachment; and freshman Rep. Troy Nehls (R-Texas), a former sheriff who supported Capitol Police in turning back rioters who tried to break into the House floor during the siege.

Of the five, three -- Banks, Jordan and Nehls -- voted to object to the to the 2020 Electoral College results despite the fact that there is zero evidence of any widespread voter fraud or major irregularities. Both Banks and Jordan also signed on to a Texas lawsuit aimed at invalidating votes in several key swing states, a suit that was summarily rejected by the Supreme Court.

Even without all of that, the choice of Jordan alone makes very clear what McCarthy wants out of the committee. Jordan is extremely close to Trump and has built his reputation on his willingness to be a dogged interrogator of witnesses not to mention his willingness to carry the former President's water -- as he did during Trump's first impeachment trial.

What Jordan's presence on the committee ensures then is that it will be a circus.
With lots of bullying of witnesses and advocating of conspiracy theories.

AOC was recently interviewed on this issue, and she says that House R leader Kevin McCarthy wants to be the "chauffeur of the clown car" and to champion "the most ludicrous, irresponsible, and dangerous members of his party" instead of "the more even-keeled and responsible members of his party." She called his leadership "shameful", but she said that it would not stop Democrats and responsible people in general. As to Speaker NP vetoing KMC's picks, she leaves that decision to her. She then stated that some of KMC's picks were of supporters of the insurrection. She then said that some of KMC's picks are "insulting" not only on a party basis but to the country.

Could attempts to shout down or bully witnesses be counted as obstruction of justice?

First the Democrats propose a bipartisan commission. The Senate Republicans reject it without as much as a peep from KMC. Then the House Democrats decide to go ahead on their own. Then KMC gets all butthurt rather than yelling at the Senate Republicans about what they enabled.

In June, weeks after Senate Republicans filibustered legislation to set up an independent, bipartisan commission to investigate the January 6 Capitol riot, House Speaker Nancy Pelosi moved ahead with Plan B: setting up a select committee within the House to perform the investigation. This one, like Republicans’ select committee to investigate the Benghazi attacks last decade, would be far more partisan in tilt.
That Benghazi committee had 12 members instead of this one's 13, but like this one, 5 members were picked in consultation with the Minority Leader. NP was Minority Leader for the Benghazi committee, and all 5 of her picks were accepted.

It is also difficult not to appreciate this latest burst of resolve from late-stage, post-Jan. 6 Nancy Pelosi, who continues to spend what’s likely her final term in Congress simply going for it. She has wholly abandoned the thumb-twiddling anxiety that typically defines Democratic leadership. This Congress, she’s impeached a president for the second time, stripped a Republican member of their committee positions along near-partisan lines, and pledged to sit on a bipartisan Senate infrastructure bill for as long as she pleases. Now she’s actually played the “consultation” veto card on minority committee appointments because she thinks the appointees are scumbags. Part of this is a longtime party leader operating at the height of confidence. But it’s also an extension of a post-Jan. 6 attitude change among House Democrats: House Republicans can’t just abet Trump’s effort to overturn an election and expect to be afforded their traditional privileges.
NP will likely go down in history as one of the most successful House Speakers ever.
