Well, there have been proposals for floating island communities. A hexagonal hunk of the proper type of concrete 200m across, a lip on the edge extends far enough down to trap a sufficient air volume. By itself you have to avoid the heavy storms, if you have enough of them clustered together you put a barrier around your city and even a category V isn't a big deal. You do have to live with a city that's made up of 200m hexagons, though, with the connections between being somewhat floppy. (The hexes have to be joined in a flexible fashion.)
 
What I took away from this is…. Half million Puerto Ricans in Pensilvania, and 1.2 million in Florida.
I see Trump is trying to distance himself from "the joke'" by (falsely) claiming it doesn't represent his views, and also that old line he uses, this time applied to Puerto Rico, that he has done more than anyone for them. All he did for them was delay emergency aid to them during hurricane Maria in 2018, that was not help.
It is unfortunate that people in the actual territory of Puerto Rico don't get to vote - that is some democracy!
