Anyway, Haitians are of African descent, and will assimilate to different thinking styles as much as other African Americans who are higher in IQ, showing that there are other reasons for the difference. Of course when people such as yourself have low expectations and others abuse, it also affects the outcomes.

In any case, we know already that IQ is heavily influenced by environment - pollution, diet, and education all play roles. Seems absurd, then, to claim that immigrants, who generally go through rigorous screening, must be unintelligent - and given the US' role in holding back countries like Haiti, it turns into outright malice.

Why is IQ is even being given a forum here? Who cares what the average IQ is, other than racist fuckwads? Aren't we admitting individuals? And refugees shouldn't exactly be held back because they aren't the brightest bulbs in the light fixture. The reason that Norway's population has relatively high average education levels and quality of education (compared to "shitholes" and the US) is directly due it's "socialist" policies that Trump and his defenders oppose. Norway is #2 among OECD countries in the % of its GDP it spends on education. In contrast, the US is below average at 24th and tied with Mexico. Norway's primary school teacher's earn 90% of the salary that other Norwegians with similar levels of education earn, unlike the US where our teachers earn about 60% of the salaries of Americans with similar levels of education. They accomplish this via average income tax rates that are notably higher than the US (e.g., 23% versus 14% for married with 2 kids). I emphasize "average" rates because conservatives like to fudge the numbers by focusing on only the absolute max tax rate that doesn't apply to 99.9% of the population.
Norway also has strict regulations that limit private schools (and they get no "vouchers) , which is why 98.5% of their kids attend public primary schools.

He didn't put any words in your mouth. You said that every person in Haiti and most African countries with graduate degrees still have "low IQ". This can only follow from the assumption that every single person in these countries has low IQ. Given that the scientific evidence definitively refutes this as false, your only possible basis for thinking it is that you think black are all inherently low IQ.

Just as an aside...Racists have never believed that all blacks are inferior intellectually. Racists have always known that there are dumb whites. Racists have always known that there are whites who have brain defects too. So their old beliefs aren't that different than the modern idea of averages that are different due to inherent genetics.

The last sentence means they actually do offer just a few sparse people of IQ>=110. He did not write they do not offer "anything."

So his second sentence to him was a practical matter, meaning the risk (from his perspective) would be too much. So in practice don't accept any of them. It's a discriminatory practice based on nationality but not actually a statement that every Haitian has IQ less than 110. Later he clarified his stance that everyone should be IQ tested to enter.

I disagree. Haiti can have modestly lower average IQ without it assuming that it is tied to race, and thus without it being racist. Although, one can't think it actually has a valid average IQ score of 67 and not be racist.
In fact, one can even think that blacks and whites in the US differ in IQ and not assume it is tied to inherent differences in race (b/c each group is not a random sample of their respective worldwide races and were subject to different selection/sampling factors).

Kusa said that even all the people in these "shitholes" with graduate degrees "still have low IQ". That implies that all people from these shitholes have low IQ and thus should be rejected as immigrants. That is what makes it racist.

Kusa's use of the "much" rather than "any" doesn't clearly imply he/she thinks there are any non low IQ people in those countries, and even so, it doesn't mean that he doesn't fluctuate between viewing all blacks as inferior and only most of them as inferior, depending on what he/she can get away with. Such hedging between all/most is rather typical of white supremacists.

Nitpick: Nothing in our immigrant vetting is about intelligence.

The nature of the process, however, pretty much excludes the idiots, though. There are two basic ways to get here:

Family & work.

Work visas in most cases require a college degree. Investor visas have no such requirement but there aren't a lot of people with the cash needed who are stupid.

Family visas have a rather draconian sponsorship requirement. Few people are going to be willing to sign the sponsor agreement if they aren't confident of the person's ability to make it while they are here.

All they need to do is change the immigration rules a little bit. The current system is stupid. We require tests for a bunch of communicable diseases. Most of them will disqualify you from immigration until they are cured. HIV is tested for but a positive result has no effect. (At least how it was when I applied for my wife. I found the rule very stupid.)

It doesn't matter how many in the country of origin have HIV if you don't admit them.
