Yes, that is quid pro quo. You do your work in Congress or in the government and then payoff happens when you retire and get Board of Directors of few companies which liked your work in the Congress/government. If you want to stay in the government then you have to have children and relatives, otherwise you would have to use stock tips to get by to your retirement on Board of Directors.
Dumbfucks in Congress are remarkably successfull in the stock market.

Barbos grew up in the Soviet Union, where they thought everywhere else worked the same as in their country. Face-offs with corrupt local officials were normal, understood, and expected. I remember an incident in the 1990s when my wife and I attempted to buy a simple first class train ticket from Moscow to St. Petersburg. We were told that all the first class tickets had been sold out. My wife was devastated, because we had been told earlier that there were plenty of spaces available. As we started walking away, the people in line behind us realized we didn't know how things worked and started yelling at the person behind the counter. They managed to find a first class ticket at the actual posted price. I'm sure that the person behind the counter felt cheated out of her expected commission.

Isn't Baturnia a brand of cheap vodka? It used to be Stolichnaya back in the mid-60s. The family that owns the business has since relocated to Latvia and is deeply opposed to the invasion of Ukraine, but their popularity has waned because of their past association with Russia.
