I've ridden the high speed trains in China--and despite hauling ass the fact that they stop at various stations (even for very short stops) makes their real world performance no better than the highway. The only way to be competitive with air is to not have stops.

Doesn't look disastrous to me, just expectedly late as is typical with FDA approval. And good on them for pushing through with this plan. As is described in the link, with insulin prices coming down prior to this, it would be typical that this plan get scrapped out of concern is would be a money loser. Then once that happens, nothing would keep the current providers of insulin from raising prices again. But this move by Gov. Newsom will ensure prices stay low. Good on him. And good on you for bringing this article to light.

I say it has disaster written all over it because Newsom is an incompetent buffoon and I suspect this initiative will not live up to Newsom's claims. At the moment there doesn't seem to be a lot of information on how this $11 insulin is going to be achieved and I suspect Newsom is doing some grandstanding here. Right now it looks like a proclamation and there is a long way to go before diabetics in California get cheap insulin. It will be interesting to watch this one.

FWIW the cost in most western democratic countries is around $10. In the US, It's over $98.00.
If Trump got it down to $60 in the US you'd be singing his praises again (assuming you actually give a flying fuck about the price of insulin), but if Newscum got it down to $20 you'd be hollering about broken promises. If you're diabetic, you should move to Turkey. At $2.64 you can use all you want, and live like a king. If you or your family are not diabetic, maybe STFU about it unless you're personally willing to subsidize cheaper insulin.

But in as much as Jan 1 is not far off, some would say less than 76 days, this would indicate to me that it has met the bar within the FDA and the only thing that would stop it now is some political shenanigans at the federal level.
