The rest were deported after the war not as a punishment (I am fucking live in Siberia near former german village) but as a solution to post-war nazi supported resistance. Yes, bunch of innocent people were deported, but NKVD simply had no resources to investigate who is who.

Same with Japanese in US. With only difference that in your case there was neither real resistance nor even possibility of it.
