Why would it assume that today. It is hard to find a minimum wage job that'll offer 40 hrs a week.

We do have a problem in that regard but it's about how we handle benefits, not about how we handle minimum wage.

A minimum sustainable wage is based on hours and rate. But if the hours aren't enough, then it isn't a sustainable rate.

Minimum wage was originally explicitly created to keep blacks out of the job market and it still does some of this--look at black teen unemployment vs white teen unemployment. By setting minimum wage above the amount the least qualified workers would make you keep them from getting jobs at all.
